COURSES & DESCRIPTIONS

  • Critical Thinking is a one-day course that focuses on a key aspect of analytic tradecraft – the ability to systematically think through conflicting and competing data effectively. This course is designed to reflect the standards of analytic integrity and tradecraft as prescribed by the Office of the Director of National Intelligence in Intelligence Community Directive 203. Instructors use case-based discussion to introduce students to the intellectual traits useful in critical thinking. Topics examined include barriers to critical thinking, structured analytic techniques, and the application of ethics to analysis.

  • Fundamentals of Analytic Methodologies offers new or less experienced analysts who have had little hands-on experience in analysis, writing, and briefing to improve their current analytical writing skills. The course advances the means for students to develop their ability to be more effective thinkers, writers, and communicators. Since much of the insight that contributes to finished products must be gathered before the successful analyst begins to analyze and write, the course analyzes the role of intelligence in the policy process and the need for critical reading and thinking, and emphasizes the proper organization of analytic products prior to presentation, including topics of format, length, word selection. Fundamentals of Analytic Methodologies is offered as a two-day course with an in-class exercise or a three-day course with a more extensive capstone exercise. These events focus on areas of interest for the client.

  • IC 101 is a four-day course that focuses on the structure, mission, and main issues facing the U.S. intelligence community and intelligence professionals, regardless of agency or function. The topics covered in the course include the history of the IC, examination of the intelligence cycle, budgeting for intelligence, policy maker goals, issues in collection and analysis, the role of Congress, and legal and ethical frameworks. Exercises enable students to apply their knowledge on a real-time basis. Case studies are conducted to enhance the learning experience and improve the students’ knowledge about the IC.

  • Introduction to U.S. Intelligence, offered as a two-day course, presents an understanding of the IC’s roles, needs, and culture. The many topics covered in the course include legal parameters for the Community, the use of covert action as a tool, and the symbiotic relationship between the Community and Congress. Included is a considered discussion on the issues the Community is facing today as it deals with a new structure and new threats. In the course, special emphasis is placed on the progress of the changes that have been implemented since 2001, the ongoing changes since, and the issues these changes raise.

  • The Intelligence Community: Advanced Seminar is a two-day event that provides an in-depth examination of many of the issues the IC faces with an emphasis on viewing these as Community-wide issues. The course includes exercises to provide the opportunity to begin putting the course information to use in a practical, management-driven application. In addition to the content and interactive exercises, the seminar also includes a remarkable list of guest speakers who have held senior positions across a range of intelligence activities. The course’s combination of instructional modules, guest speakers who provide insight to the community and address topics of particular interest, and practical class exercises creates an extensive learning event. There is an option for a security level TS/SCI course.

  • Intelligence Resource Management examines the financial management of intelligence resources in the federal government. It provides students an in-depth understanding of the intelligence budget components and participants, creation of the budget in the Executive Branch, consideration of the budget in Congress, and the actual expenditure of funds. Some of the detailed topics in the course include the National Intelligence Program, the Military Intelligence Program, and the resource management systems used to formulate their budgets. IRM can be offered as a one, two, or three-day course using interactive in-class activities to reinforce the content.

  • The three-day OSINT course is designed to introduce learners to the discipline’s fundamental concepts—including its strengths and weaknesses, the legal and ethical issues associated with it, and the resources necessary for a successful OSINT program. In addition, the course familiarizes students with basic OSINT tradecraft as well as advanced tradecraft unique to their mission area.

  • Our Spectral Imaging for Intelligence Analysis three-day course was developed in partnership with the Rochester Institute of Technology’s Chester F. Carlson Center for Imaging Science. It combines essential knowledge about the intelligence analysis process with key insights regarding digital imaging and remote sensing. This course improves the ability of Geospatial and All-Source Intelligence Analysts to effectively incorporate spectral imaging into their finished analysis and provides a greater understanding of the science behind spectral imaging, its value across intelligence mission sets, and how to apply analytic tradecraft techniques to the use of spectral imaging. The Spectral Imaging course increases the proficiency of Intelligence Analysts to adhere to the Intelligence Community Analytic Standards.

  • ISA’s Regional Seminars range from one to three-days in length. During each seminar, ISA offers discussions, personal accounts, and question-and-answer sessions with experts and experienced professionals (former government officials, academics, journalists, representatives of business) who examine and highlight the importance to the United States of current topics in their unique areas of expertise.

  • Congress and National Security is a one-day course that examines the role of Congress across a range of national security issues such as defense, intelligence, and foreign policy. It assesses the importance of diverse activities, including hearings, investigations, and the critically important role of Congress in budget formulation. This course is designed to give individuals more accustomed to working with Executive branch agencies a greater understanding of the interplay between those agencies and the Legislative branch.

  • Understanding the complex working environment of the DoD can be challenging. To clarify, ISA’s DoD 101 offers a two or three-day course providing critical insights into the history, structure, and operations of the Department. DoD 101 explains how the Department is organized, the roles of its principal officials, an overview of DoD’s war powers, and an outline of significant historic milestones impacting the structure and authority of DoD. Students examine the interaction of DoD with other executive branch agencies and the role of DoD in the interagency process. A review of DoD’s budget procedure, its subsequent relationship with Congress to seek requisite authorization and funding, and a consideration of current issues facing the Department complete this extensive overview of one of the U.S.’s most critical departments.

  • Doing Business with the Government (DBWG) is offered as a one-day or three-day course centering on the relationship between the government and its vendors. It provides a basic understanding of how the government works to align its requirements for personnel, equipment, facilities, resources, and services with the financial resources provided to fund these requirements. The course familiarizes contractors to government contracting basics and the processes used to seek out contracting opportunities. Students are introduced to the way the government identifies a business need, primary documentation used in the contracting process, and the roles and responsibilities of key players working within this process. Doing Business with the Government creates a foundational understanding about government contracting and the way the government acquires its needs.

  • The National Security Policy Seminar is a three-day course offering an extensive exploration of the key processes, players, and factors influencing the U.S. National Security Policy. America’s primary concern in developing national security policies is the protection of the United States and its citizens. Our current National Security Policy strives to defend American strength while also promoting favorable power distribution through a stable and open international system. Through case study analyses and group discussions about influential events in history, laws, fiscal activities, and organizational relationships, the National Security Policy Seminar assists students in building a contextual framework to allow comprehension of this very important part of our nation’s security. Students evaluate and consider stakeholders’ equities and perspectives across the interagency as they pertain to the national security process.

OUR INSTRUCTORS

Dr. Mark M. Lowenthal, an internationally recognized expert on intelligence, is the former President of The Intelligence and Security Academy where he now serves as a senior instructor. From 2002-2005, Dr. Lowenthal served as the Assistant Director of Central Intelligence for Analysis and Production and also as the Vice Chairman for Evaluation on the National Intelligence Council. Prior to these duties, he served as Counselor to the Director of Central Intelligence. Dr. Lowenthal was the Staff Director of the House Permanent Select Committee on Intelligence in the 104th Congress (1995-97), where he directed the committee’s study on the future of the Intelligence Community, IC21: The Intelligence Community in the 21st Century. He also served in the State Department’s Bureau of Intelligence and Research (INR), as both office director and Deputy Assistant Secretary of State and has been the Senior Specialist in U.S. Foreign Policy at the Congressional Research Service, Library of Congress.

Dr. Lowenthal has written extensively on intelligence and national security issues, including six books and over 100 articles and studies. His most recent book, Intelligence: From Secrets to Policy (Sage/CQ Press, 8th ed., 2019), has become the standard college and graduate school textbook on the subject. He has also written three novels, Crispan Magicker (1979) The Great God Pan, and Jack Dawkins, The Artful Dodger (the latter two both Kindle e-books). Dr. Lowenthal is a frequent public commentator on intelligence issues. He has appeared on each of the major networks, the Lehrer Newshour, and Charlie Rose; his op-eds have appeared in The New York Times and The Washington Post.

Neil Wiley retired from government service in 2021 with 38 years of experience in the national security arena, both as a naval officer and as a civilian intelligence professional.  He is currently a Professor of Practice at the University of Maryland Applied Research Laboratory for Intelligence and Security (ARLIS) and Managing Principal of Lyseon Consulting LLC.He most recently served in the Office of the Director of National Intelligence (ODNI) as Principal Executive, performing the duties and responsibilities of the Principal Deputy Director of National Intelligence.   Prior to that, Mr. Wiley served in ODNI as Chairman of the National Intelligence Council (NIC).  In this capacity, he was responsible for leading NIC analysis across the Intelligence Community to inform immediate and long-term national policy deliberations.Mr. Wiley held multiple leadership positions with the Defense Intelligence Agency (DIA) including the Director for Analysis where he led DIA's all-source analytic effort. Mr. Wiley also served as the DIA Principal Deputy Director for Analysis, Chief of the DefenseTechnology and Long-Range Analysis Office, and Chief, of the Military Forces Analysis Office.

 He also served at the United States European Command's Joint Analysis Center in various capacities including Deputy Director of Intelligence.


From 1983 through 2003, Mr. Wiley served in the United States Navy, initially as a Surface Line Officer and, latterly, as an Intelligence Officer.Awards and honors include the Presidential Rank Award-Meritorious Senior Executive, the National Intelligence Distinguished and Superior Service Medals, DIA Director's Award, and creation as an Honorary Officer of the Most Excellent Order of the British Empire (OBE) for service as US Liaison Officer to the UK Permanent Joint Headquarters.Born and raised in Baltimore, Maryland, Mr. Wiley attended the University of Maryland Baltimore County, where he studied Biological Sciences, and Ancient History and Classical Languages.  He is married to Alison Michelli, a writer.

Johnny Sawyer is founder of The Sawyer Group, a consulting firm focused on partnering with organizations to deliver tailor-made practical defense, intelligence and strategic management solutions.

Following a distinguished 22-year military career as a U.S. Army officer, he joined the Defense Intelligence Agency in 2001 and served in multiple positions of increased responsibility during his 20-year tenure there.

In 2009, Mr. Sawyer was elevated to the Defense Intelligence Senior Executive Service. His senior executive assignments included principal deputy director for analysis; first director, Middle East/Africa Regional Center; chief, Middle East North Africa Office; chief, Defense Resources and Infrastructure Office; and senior expert for enterprise management. Mr. Sawyer’s last assignment at DIA was chief of staff.

As the third ranking officer at DIA, he was the Agency’s chief operating officer—overseeing a sixteen thousand officers and a multi-billion-dollar budget and exercising broad responsibilities to ensure continued excellence while simultaneously developing plans, process improvements and strategies to prepare the Agency for future success.

He is the recipient of the Presidential Rank of Meritorious Executive, National Intelligence Distinguished Service Medal, and the Defense Intelligence Agency’s Director’s Award. Mr. Sawyer’s formal education includes an MBA from Florida Institute of Technology, an M.S. from the National War College, and a Master of Military Studies from the U.S. Marine Corps University. Mr. Sawyer resides in Accokeek, Maryland with his wife Regina. They have two daughters, Cordellia and Channele, and a son Johnny III.

John Stopher is an independent consultant in national security space and intelligence. He is also a Senior Fellow supporting PSSI’s Space Security Program.

John previously served as the Principal Assistant to the Secretary of the Air Force for Space and was responsible to the Secretary of the Air Force for establishing a Space Force as well as governance, planning, policy, strategy, development and execution across the defense space portfolio and integration with the National Security Space Enterprise. He was also the lead for international space relations and interdepartmental and interagency matters.

Prior to joining the Air Force in 2017, Dr. Stopher was the President of 377 Omega, a national security space and intelligence community technology, policy, and programs focused consulting company.

From 1998 until 2007, John served on the U.S. House of Representatives, Permanent Select Committee on Intelligence as Budget Director, Staff Director for the Subcommittee on Technical and Tactical Intelligence, and Program Monitor for the National Reconnaissance Office and the National Geospatial-Intelligence Agency. John also worked at SeiCorp, TASC, and Eastman Kodak as an engineer on national space programs.

He earned his PhD in electrical engineering from the University at Buffalo. His research was sponsored by the Strategic Defense Initiative in the area of advanced pulsed power for space systems and taught courses in electromagnetic theory, probability and statistics, electric circuits, and physical electronics laboratory.

John Sano is a former accomplished CIA Executive at the highest level of the Clandestine Service with a unique career in directing complex intelligence programs internationally and with Corporate America. He directed the operational focus of U.S. global intelligence operations on terrorism, weapons proliferation, counterintelligence, regional and country-specific issues at a time of unprecedented growth in both human and budgetary resources and unprecedented threats. Intimately involved in the creation and management of the (then) newly formed National Clandestine Service.

John has extensive overseas experience in negotiating agreements, creating alliances and implementing programs with various foreign governments, particularly in regionally unstable areas.

From 2007 through 2013, as a senior executive with Cisco Systems, Inc., John advised senior leadership on business initiatives involving the U.S. government, other industry leaders and foreign entities.

Since 2007, John is a Director on the Board of Garda Federal Services. He is also an adjunct professor of graduate intelligence studies at The Institute of World Politics, Washington, D.C. and a lecturer at The Johns Hopkins University, Washington, D.C. He has been a Senior Advisor with The Chertoff Group, Washington, D.C. since 2014 and is currently the Vice-President of the Association of Former Intelligence Officers.

Richard P. McFarland is an independent consultant in the national security and infrastructure communities. He is also an active member of the Professional Services Council and Mt. Vernon Historical Association.

Mr. McFarland’s experience includes positions in both the public and private sectors. Before retiring from industry in the spring of 2022, he served as a career Air Force officer working on both Service and national space and intelligence programs which was followed by positions at Raytheon as Director of Congressional Relations, and at Parsons where he led their Washington Operations group.

He holds an MPA from Auburn University, an MA in systems management from the University of Southern California, a BS in Russian political science and history from the Air Force Academy and is a graduate of the Defense Systems Management College. He is the recipient of the Defense Superior Service Medal and the Defense Meritorious Service Award.”

Mark T. Damiano retired from government service in 2023 after over 38 years as an active participant and vital contributor at all levels in the national security community, both as an Air Force officer and civilian intelligence professional. He is currently the President and Chief Executive Officer of Net Assessment LLC, a South Carolina-based, Veteran-Owned small business. 

Mark most recently served as the Senior Director of the White House Situation Room under both the Trump and Biden Administrations. He led 24/7 global situational awareness, intelligence alerting and reporting, and crisis management support to the President, Vice President, National Security Advisor, and senior White House staff.  

Prior to that role, Mark held multiple operational and business leadership positions as a Defense Intelligence Senior Executive at the National Geospatial-Intelligence Agency, to include as the first Director of Program Analysis and Evaluation and as the Deputy Director of the Source Operations Group.  

In addition to his civil service, Mark is a retired Air Force officer with over 25 years of active duty service during which he commanded at the Wing, Group and Squadron levels. He served as a Military Assistant to both Secretary of Defense William S. Cohen and Donald H. Mark holds a Bachelor of Science from the United States Air Force Academy, and Master’s degrees from the National War College, Naval War College and Central Michigan University. He is married to Ellery Damiano and they have two children in college.
